Balwyn blocks are generous. The Boroondara planning scheme decides how much house you get to put on one.

Balwyn and Balwyn North sit about ten kilometres east of the city in the City of Boroondara. The housing stock runs from interwar bungalows through postwar and mid-century brick homes, most of it on blocks between 600 and 800 square metres that were subdivided long before current standards. On land values like these, plenty of those original homes are worth less than the ground they sit on, which is what drives the knockdown rebuild market here.

What makes Balwyn different from the growth corridors is that the block is rarely the constraint. The planning scheme is. Most residential land here is in the Neighbourhood Residential Zone, a zone written to recognise areas of predominantly single and double storey housing, and unless a schedule says otherwise for your land it caps a home at 9 metres and two storeys. On top of that the minimum garden area requirement takes 35 percent of any lot above 650 square metres out of the buildable footprint. A custom home that works here is drawn to those numbers at concept stage. Ignore them and the plans come back from council to be redone.

Then there is heritage. Balwyn is not a blanket heritage suburb and most properties carry no overlay, but the map is still moving: Amendment C398boro was gazetted in June 2025 and applied a permanent Heritage Overlay to 17 individual places across Balwyn and Balwyn North, with further amendments in progress. Where an overlay applies, demolition becomes its own planning question and has to be settled before a replacement home is designed. Heritage overlay coverage is still expanding

Balwyn and Balwyn North are not blanket heritage suburbs, but the map keeps moving. Amendment C398boro was gazetted in June 2025 and applied a permanent Heritage Overlay to 17 individual places across the two suburbs, and further amendments have been working through council since. An overlay does not automatically stop a rebuild, but it does change the application: demolition needs planning approval on its own terms, and that has to be resolved before anyone designs a replacement home. The first thing we check on a Balwyn block is whether the property, or the precinct around it, is affected.

Neighbourhood Residential Zone: 9 metres and two storeys

Much of the residential land through Balwyn and Balwyn North sits in the Neighbourhood Residential Zone, which exists to recognise areas of predominantly single and double storey housing. Unless a schedule to the zone sets something different for your land, the planning scheme caps a dwelling at 9 metres and no more than two storeys at any point. That is the single biggest constraint on a Balwyn rebuild, and it is why a design that works in a growth-corridor estate does not transfer here. That pushes the design outward across the block.

Garden area takes a third of a large block

The minimum garden area requirement scales with lot size, and Balwyn blocks are large enough to sit at the top of it. A lot between 400 and 500 square metres must set aside 25 percent as garden area, above 500 to 650 square metres is 30 percent, and anything above 650 square metres is 35 percent. On a typical 700 to 800 square metre Balwyn block that is well over a third of the site locked away before the footprint is drawn. Work that number out before the first sketch, because it sets the footprint everything else has to fit inside.

Established blocks, and what is already under them

The housing stock through Balwyn runs from interwar bungalows to postwar and mid-century brick homes, most on generous blocks laid out well before current standards. Older services, established trees with their own protections, and the state of what is being demolished all shape the job. We do not price a Balwyn build off a suburb average. If it is not affected, the rebuild runs as a standard Boroondara application. We check the overlay position on your specific address at the first site visit. You cannot tell from the street.

How big a house can I actually build on a Balwyn block?

Two controls set the envelope. Most residential land through Balwyn is in the Neighbourhood Residential Zone, where the planning scheme caps a home at 9 metres and no more than two storeys at any point unless a schedule to the zone specifies otherwise for your land. Then the minimum garden area requirement takes a percentage of the site out of play: 30 percent on a lot above 500 to 650 square metres, and 35 percent above 650 square metres, which is where most Balwyn blocks land. On a 750 square metre block that is around 260 square metres reserved as garden before the footprint is set. Large homes are very achievable here. They just have to be drawn to those numbers from the start.

How long does the Boroondara planning process take?

Longer than the outer-growth councils, which is worth building into your timeline early. Boroondara assesses against neighbourhood character seriously, and a rebuild on an established street attracts more scrutiny than the same house would in a new estate. Where a Heritage Overlay or a demolition question is involved, add time again. We run design and documentation alongside the approvals wherever the sequence allows, and you get a realistic programme at the first meeting, including the parts that sit with council and not with us.

What does it cost to build a custom home in Balwyn?

We will not quote a square-metre rate sight unseen, because a custom home is costed off your design, your site and your finishes. A package price cannot account for any of that. What we can do early is give you a realistic budget range once we have walked the block and talked through the brief, so you are not designing toward a number that was never achievable. On a Balwyn rebuild the block itself moves that figure more than most people expect. Demolition, established trees, site access on an older street and what the soil report comes back with all carry real cost.
